Meeting Objectives (based on pages 158 & 164 of 2005 Report, for plenary originally set for 1/25):

Process Options:
• Introduce new Facilitator: Abby Arnold, RESOLVE, Inc. (contractor to MTC)
• Review and update Collaborative’s goals and workplan (from May 2005 Report)
• Discuss potential process to produce a Collaborative Report by June 2006
• Discuss current and potential participation/membership in DG Collaborative
• Decide on approach, tasks, schedule, responsibilities, next steps to the extent possible
Substantive Issues:
• PLEASE BE PREPARED TO IDENTIFY TARIFF CHANGES THAT THE COLLABORATIVE SHOULD CONSIDER, AND INTRODUCE RATIONALE.
• Assess extent of need for uniformity/coordination with FERC, ISO, QF or other tariffs.
• Make “go/no-go” decision whether to begin developing revised interconnection process for networks.

Tariff Working Group Materials:

• Latest Tracking Data -- Through December 2005
• The Revised Model Interconnection Standard Tariff with the changes to the Interconnection process proposed in the DG Collaborative's May 2005 Report (except for the indemnification language oppposed by DCAM).
  • The tariff changes submitted by the DG Collaborative in the May 2005 Report have been approved by the DTE, filed by the utilities (effective February 1) and incorporated into the tariff page of the Interconnecton Guide on the MTC website.

IF YOUR ORGANIZATION IS PLANNING TO PARTICIPATE IN DEVELOPING THE FINAL RECOMMENDATIONS TO THE DTE ON INTERCONNECTION BY JUNE 2006, PLEASE ATTEND THIS MEETING. This Plenary will make key decisions that will affect all of the tasks building up to the June 2006 Final Report to the DTE.

The February Plenary will confirm or revise the topics for the remaining meetings (most or all of which will be at National Grid, Westborough), including:
    March 15, 2006
    April 26, 2005 (at MTC, Westborough).
