  • Note: The Change Requests on which on which general agreement was reached in the March 15 Plenary, and which are reflected in the 4/7/06 version of the Redline of the Model Tariff posted here, have not been revised at this time; this applies to Change Requests #1 - 4, 5-b, 7 and 14.  For several of the other Change Requests, on which agreement has not been reached, including Requests #8, 10 and 11, no new provisions have been advanced at this time, and no revisions have been made to those Change Requests.  MTC currently has no plans to distributed additional copies of these at the 4/11 meeting, but will hand out copies of the following which have been changed or added since 3/15:

  • FERC Order of Feb. 22, 2006 clarifying limited FERC jurisdiction, including for "a QF sell[ing] its total electric output to the host utility ... at the point of interconnection....", based in part on a 1992 case in which WMECo was involved (Dockets ER06-407 and ER06-408).

    • 4/5, 10:00 am - 2:00 pm at the Northboro offices of National Grid, room L2, to discuss the technical possibilities for interconnection of DG on network distribution systems. This will be primarily a discussion of technical issues and options, but Bill Feero will begin the meeting with a brief presentation to give non-utility people a sense of the technologies and issues. Second, if we make substantial progress on a proposed plan of action, could begin fleshing out the draft report table of contents on network interconnections and could develop some draft language for the report.   See Agenda for this meeting.
